caused by floods in the West River, I have
the honour to transmit copy of a resolution passed at a special
meeting of the Legislative Council on the 6th instant together
with a Press report of the remarks I made in introducing it.

have appointed an influential Committec, under
the Chairmanship of the Colonial Secretary, representing all
leading nationalities in the Community, to organise the raising
of public subscriptions and to supervise the expenditure of the
public funds already voted and of the subscriptions that may be
raised.
3.
I have also, with the concurrence of the Chinese
Authorities, obtained through His Britannic Majesty's Consul-
General at Canton, sent Mr. A. E. Wood, Acting Chief Assistant
to the Secretary for Chinese Affairs, to the town of Shiu Hing
on the West River to organise, in co-operation with the Chinese
Authorities, relief in the area between that town and Wuchow,
distant from Shiu Hing ninety-five miles.
4.
The subscriptions raised by Chinese in the Colony
already amount to over $80,000, and large sums have been spent

in sending provisions for distribution in the distressed area by
the leading Chinese Charitable Association of Canton.
