1914.

With reference to your confidential despatch of

the 2nd of January, I have the honour to inform you that

arrangements have been made direct with the Government of India

for the supply by them to Messrs. David Sassoon & Co. at

Calcutta on behalf of this Government of 35 chests of opium

monthly for the use of the Hongkong Goverment Opium Monopoly.

This opium will be paid for at the average market price for the

current year.

From a commercial point of view the arrangement

is not favourable to this Goverment, and I have now to enquire

whether you will allow this Government to purchase during the

current year an additional quentity not exceeding 540 chests

direct from the Government of India, (with whom the opium should

be stored at the charges of this Government till required), at

such date or dates as may be arranged with that Government in

respect of the year 1915-16; and during the latter period a

further supply not exceeding 540 chests on account of the year

1916-17 under similar conditions.

By such an arrangement this Government would be

in a position to have always in store with the Indian Government

a twelve months' supply of opium and would thus be enabled from

time to time to take advantage of a favourable market for the

purchase of its opium.
