The present Opium Farm at Macao began on the

lat. of August, 1913. The farmer has already imported and boiled 500 chests in respect of the year 1913-1914 and it is reasonable that he should be allowed to import a certain quantity of opium to boil in advance for consumption during the ensuing year.

I propose therefore to permit the importation

of a quantity not exceeding fifty cheats for such purpose now and if the alteration above sugested is made this quantity will be debited to the supply for the year 15th. June, 1914, to 16th. June,

1915.

I enclose copy of a letter from the Acting Governor of Macao (with translation) on the subject of the matters above referred to, but I am not aware whether he has addressed his Government at Lisbon on this subject.

The Superintendent of Imports and Exports has reported that he anticipates that the Farmer at ilacao will make an application to the Government there, if one has not already been made, to import under Article 5 an additional number of chests for exportation. In this connection I have to report that I am very doubtful whether satisfactory Customs Certificates of the nature referred to in the Article can be obtained from Mexico. I have written to His Britannic Majesty's Minister there on the subject, but have as yet had no reply. In the meantime I have enquired of the Vice-Consul for Mexico here as to what formalities were necessary in order to obtain permission to exort opium to Mexico, and have been furnished with the reply contained in the attached

letter.

Under the procedure indicated in that letter

the proceeds of 240 chests of opium have been shipped to lexico
