HONGKONG. 16th. June, 1914.
With reference to your Confidential Despatch of
the 18th. of February, I have the honour to inform you that hitherto the Farmer of the Opium Monopoly at Macao has purchased his raw opium through the Hongkong Firm of Lessrs. J. R. Kichael end Company, who in turn purchase the opium in Calcutta through their Agent, Mr. B. N. Elias.
As long as this method continues this Government has the power, as pointed out in ir. Read's letter of the 17th. of February last, to control the quantity of raw opium imported into Macao under the Anglo-Portuguese Agreement of the 14th. of June,
1913.

In view, however, of the possibility of the
Opium Farmer at Macao making direct importations from India, I have been in communication with the Governor of that Colony with a view to inducing him to arrange for the appointment of an Agent at Calcutta to whom alone certificates for the export of opium intended for Macao should be issued by the Government of India in accordance with the detailed proposals enclosed in the letter from the Indian m 4343 Government No. R. & S. 3564 of the 16th. of October, 1913.

The result of a recent interview which the
Superintendent of Imports and Exports had with the Acting Governor
at Macao, is that the latter agreed to the proposals made in Sir T.
Holderness letter above referred to, provided the dates in Clause 6
