the margin, I have the honour to

request your sanction to insert in the

Estimates for 1915 a sum not exceeding

$100,000 for the purpose of building

further Goverment quarters intended

primarily for officers entitled to occupy quarters free of rent.

In accordance with the approval already given

the following quarters have been provided:-

18 at West End Park.

4 at Mount Parish in the Wanchai District.

8 in Kowloon.

The 18 flats at West End Park have been occupied since the begin- -ning of May and have proved satisfactory. A few minor alterations are being made, which only practical experience could show to be necessary. The quarters at Mount Parish and Kowloon will be con- -pleted during the new few months.

In paragraph 2 (c) of my Despatch of the 14th. July, 1913, I pointed out that if the Government Opium Monopoly were to be established three more Revenue Officers would be required, making ten in all. These ten officers are now all appointed and it is necessary to provide quarters for nine of them, allowing for one always being on leave. The Superintendent of
