the difference between the rent paid and the rent payable for the

proposed Government quarters, not exceeding 850 a month, which would be paid by the Government on production of their receipts for rent. I would exercise my discretion as to the sum to be

allowed in each case. If you approve of this proposal I would ask

for your sanction to insert in the Estimates under the heading

"Rent Allowances to Married Officers a sum of $4,000.

In my Despatch No. 183 of the 26th. May, 1914,

I have recommended a house allowance to lir. Bowen Rowlands. I

have done so because that officer belongs to a different class

and would hardly find his surroundings in flats occupied by the

officers referred to in this Despatch altogether compatible.

Other isolated cases may arise of a similar nature and in such

cases it may probably prove more satisfactory and equally

economical to grant a moderate house allowance. Such cases I

propose to deal with on their merits after first obtaining your

sanction.
