If this were done the interpreter's present ground of complaint would disappear, without expense to the Public Service. In order however to induce men to qualify as interpreters certain pests should be ear-marked as being ones to which qualified interpreters should have a preferential claim, and it is suggested that these posts should be generally those now in the sub-department with the addition of substitution of others according to such recommendations as might be put forward
by Heads of Departments.

It is not probable that the ear-marking of certain posts would form a sufficient inducement to the average officer to qualify as an interpreter, and it is therefore recom- -mended that bonuses should be given for passing three stages or standards of qualification. A Board of Examiners, receiving remuneration for their services, should be appointed to conduct the examinations, which should be held on a fixed date once or, if thought expedient, twice yearly, and details as to the amount of the bonuses and the standards of qualification should be refer- -red in the first instance to such Board. The bonuses might be given by marks, a fixed sum being attached to each mark, on the following system: -
