The increased expenditure entailed by the
reorganization is estimated at 83,250 for the initial year, and an annual recurrent expenditure subsequently of $2,600. As I propose, subject to your approval, to put the reorganization scheme in
hand immediately it will be necessary to make provision for the
former amount in the Estimates for 1915 and in the event of the
scheme obtaining your approval I should be glad to obtain your
sanction by telegraph.

As considerable work will devolve on the propos
-ed Board of Examiners, it may be found necessary to provide for
remuneration for their services; I will, however, address you on
this and on the composition of the Board in a further Despatch.
