value of the Volunteer Scouts who are more or less permanent in

Hongkong. The essence of the successful defence of this Colony is timely information.

The Hongkong Volunteer Reserve struck me as a very fine body of men. I hope their numbers will increase next

year. There must be many men in this Colony who, though they can-

-not find time to join the Volunteers would find no difficulty in

putting in the half-dozen drills laid down. The shooting is very

good and I am confident I should find this Corps of the very greatest value in case of war for guarding important central positions, for dealing with small parties of raiders which might manage to get through the defence lines, and for reinforcing threatened points. Their training should be conducted in this

direction.
