With reference to paragraph 3 of my Despatch

то No. 173 of the 21st. May, 1910, on the subject of the establishment of the Imports and Exports Department, I have the honour to request authority to include the Revenue Officers of this Department in the category of officers entitled to draw language allowances on attaining proficiency in Chinese.

Revenue Officers come into daily contact with

the Chinese population of the Colony in the performance of their duties, and a knowledge of the language adds considerably to their efficiency. Several of their number were originally seconded from the Police and Sanitary Departments and were permitted on transfer

to retain the language allowances they had previously held.

In order to encourage these officers to acquire

proficiency in Chinese I propose to bring them within the purview

of General Order 135 and to grant them the same scale of allowances

as the Inspectors under the Sanitary Board in this respect. I have

therefore to request permission to extend the scope of this

General Order accordingly and to make the necessary provision in the

Estimates for next year.
