I have the honour to confirm my telegram of the
21st May which decoded was as follows:-
"With reference to your despatch of the 1st March
*1911 am prepared to offer present salary with free quarters or "allowance in lieu to Assistant School Mistresses from 1st
"January next, if you approve", and to acknowledge the receipt of your telegraphic reply of the 24th instant that my proposal
obtained your approval.

Your representations on the difficulty of engag- ing suitable candidates for these appointments have convinced me that some increase in the emoluments offered is desirable, and I propose to grant free quarters rather than an increase of salary in the belief that many young women who do not possess friends in the Colony would overcome their reluctance to venture abroad, if they could be assured beforehand, that the Government
would provide them with free quarters.
