Next year I shall complete 20 years of service as
Medical Officer of Health of this Colony, and in view of that
fact I have the honour to enquire whether His Excellency the
Governor can see his way to reconsider the recommendation made by Mr.E.D.C.Wolfe in April 1912 7 (S.B.O. 3159/1912 and 0.5.0. 1972/1912) of the grant to me of a personal allowance, to be -
included in the Estimates for next year. I have been drawing
the same salary since September 1901.-a period of 13 years
and I do not think that there is any other officer in the service
of the Colony who can make the same claim.

In 1903 His Excellency Sir Henry Blake recommended me to
the Secretary of State for a small increase of salary, but
this was not sanctioned as the Secretary of State did not
that the new Public Health Ordinance of 1903 had increased
my duties or responsibilities, Kr.Wolfe's minute shows that
these duties have since been increased.
I have refrained from making any such application as this
until Dr.Bell had definitely declared his intention of retiring

so that there should be no grievance in the Hedical Depart-
mant . I already have longer service in Hong Kong than any
other Government medical officer but after the retirement
of Dr. Bell my seniority in this respect will be so considerable
that no question of grievance can possibly arise
