The present emoluments of the Medical Officer of Health comprise $4,200 with $300 as Supt. of Statistics and a house

allowance of $720 a year, and I suggest that all allowances (except the usual conveyance allowance) of $30 a month) be

abolished and that Dr. Clark be accorded a maximum salary as

Medical Officer of Health of $6000 a year from the let of January 1913, in view of the fact that he has served for 11 years at his present maximum salary . Dr.Clark holds the subsidiary subsidiary

titles of "Sanitary Superintendent" and of "Superintendent of Statistios representing additional duties which have been allotted to him from time to time, and he agrees with me that these subsidiary titles might well be abolished and both duties and emoluments merged in the sufficiently comprehensive title

of Medical Officer of Health.

The emolumerts of the Medical Officer of Health in this Colony compare unfarourably with those of the corresponding officers in the neighbouring cities (e.g. Shanghai and Signapore)

and I and even with those of corresponding officers at home am certainly of the opinion that if Dr.Clark is not promoted to the office of Principal Civil Medical Officer on the retirement of Dr.Atkinson he should then be granted a personal allowance of £150 a year in addition to the small increase in salary indicated above, as he would have no further prospect of promotion in this Colony.
