I have the honour to transmit a copy of a minute

written by Mr.E.D.C.Wolfe in April 1912 suggesting

increases in the salaries of the Head of the Sanitary

Department and Medical Officer of Health.

This minute was held over till my assumption of the

Government and in July 1912 I caused both officers

concerned to be informed that I was unable to entertain

the applications.

I am of opinion that before long it will be necessery

to raise the status of both the Head of the Sanitary

Departments and of the Superintendent of Imports and

Exports; but I am not prepared to make any recommendation

on the subject at present.

2. I have now received an application, copy enclosed,

from the Medical Officer of Health, endorsed by the acting

Head of the Sanitary Department, for reconsideration of

my decision in 1912. I have informed Dr.Clark that in

view of the fact that he receives $4,200 and $720 ( House

allowance in pensionable emoluments per annum ; that he

enjoys the privilege of leave pay and pension at the rates of 4/- and 3/8 respectively, and a non-pensionable allowance of $300 per annum as Superintendent of Statistica I cannot but regard his emoluments as adequate when
