The Committee met on four occasions, inspected the drawings, Bills of Quantities and Contract documents. They have received

from the officer in charge of the work certain statements (de- tailed on paper "A") respecting the conditions under which he

has performed his duties.

In regard to reference (a) the contract works were of such a character and the period of excution was so extended viz.

from July 1903 to August 1912 that there was ample time to mea-

sure and value variations and provisions in the usual manner

during the progress of the works. Had this been done, your

Committee consider that 5 weeks would have been a reasonable

time to allow for final adjustment.

It would however appear from the above mentioned statements

"A" that variations and provisions were not worked up as the

work proceeded and that at the time when adjustment was com-

menced (August 1912) so many years had elapsed since any

measurements or notes of alterations had been made that details

had been forgotten and it was found necessary to measure them

de novo. Assuming the truth of these statements your Committee

consider 5 months a reasonable time to allow for final adjust-

ment, it being assumed that clerical assistance will be given

for squaring dimensions.

In regard to reference (b) your Committee consider that the

adjustment is being carried out in a proper manner and that full

use is being made of the quantities originally taken out.
