With regard to Mr. Fisher's minute, the facts are
On the 24th. March, 1911, I received a letter from Mr. C. Little, Architect, (copy enclosed) informing me that Mr. Pau Chung Wing had applied for a position in his office, stating I that he was leaving this Department. Mr. Little added that he
Pau took the opportunity of informing me before offering Mr. employment. I replied to Mr. Little on the same date (24.3.11), thanking him for his letter and informing him that Mr. Pau was at liberty to leave the office on the expiry of a month's notice.
On the 29th. March, 1911, I received a letter from r.Pau (copy enclosed) stating that he had received an offer of 890 per month and further prospects from an Architect in private practice and adding that, as he was now on his maximum of $80 per month, there appeared to be no further hope of advancement for him in this office. Before entertaining the offer, however, he enquired whether there was any prospect of improvement if he remained in the service of the Government.
I did not approve of Mr. Pau's tactics in the matter and, being extremely busy at the time, I put the matter aside, expecting that he would tender his resignation as he had informed Mr. Little he was doing. He has taken no further steps
in the matter however until now.
It now transpires that Mr. Fisher has been paying Mr. Pau £10 per month out of his own pocket in order to retain his services and he applies for a refund of his total disbursements, amounting to $120. I am unable to recommend that this be granted and consider that Mr. Fisher has acted very wrongly. I may add
