Office, all working drawings required are prepared by the archi- -tects Mesars, Denison, Ram and Gibbs, but these must necessarily be carefully checked. I am quite satisfied that Mr. Fisher and his Staff are fully employed for the current year; just at present they appear to be particularly busy and can hardly keep pace with the work. I was somewhat surprised to find that an Executive Engineer was burdened with so much detail. There are no clerks and no drafts -men in his office, the only assistance given being 2 Tracers. The result is that he is practically tied to his office and though in charge of some new works at Tai Po can only visit them about once in three weeks.

The estimated cost of work is about $220,000: and the cost of Staff about $18,069: percentage about 8.2%.
With regard to the Staff I was informed that 2 Overseers had not yet been appointed as the work at Mong-ko】-tsui Breakwater was not sufficiently advanced to necessitate their
presence.
The cost of the breakwater is estimated at over 1 million dollars. A large amount of detail work has been got through in taking and plotting extremely accurate soundings and the preparation of plans. Alterations to the original scheme have involved further work. At present dredging is proceeding and the assistant engineer's time is chiefly taken up in supervising this work and taking further soundings for the depth of trench to be excavated for the foundation of the breakwater. In the meanwhile billa of quantities and further details are being prepared previous to calling for tendere for a contract.
