the New Territory. It is difficult to understand how this one man can properly supervise work so scattered. The foremen under him may be reliable but as a rule it is not good policy to place too
much trust in them.
In the case of Telephone Maintenance there are only 2 Overseers. My experience on Military Lines in the Colony indicates that the staff barely suffices, and that too much latitude may be given to the Contractor for repairs.
Taking into consideration the fact that this branch also carries out a number of Minor Extraordinary Public Works Services and also portions of the item for Forming and Kerb- -ing Streets I am of opinion that no reductions can be made in the Staff. Possibly the work might be more efficiently and therefore economically carried out by increasing the overseer staff.
(g). Extraordinary Public Works under Mr. Gale. The estimated expenditure is $190,000 for the year and the cost of staff about 828,000: Percentage about 13.6%.

This percentage is slightly higher than in other branches carrying out Extraordinary Public Works but is accounted for by the large number of works to be supervised and their scatter -ed nature. No reduction of Staff is possible in my opinion.

The estimated cost of work is about $387,600 and cost of Staff about 23,254: percentage about %.

The cost of supervision is in this case distinctly low, but is accounted for by the fact that two large items, Law Courts and Post Office take up $310,000: of the expenditure.
I made a careful investigation into Mr. Fisher's
work and found that he had an enormous quantity of detail work in hand. The Law Courts in particular entail a vast amount of labour in the preparation of working drawings for the Contractor. Practically every important piece of stone requires a drawing to ensure accuracy and these stones must be carefully measured be- -fore being placed in position.
