2 With reference to Sir F. D. Lugard's Despatch
No. 14 of the 4th. January, 1912, I have the honour to inform you that on the presentation of the final statement of payments in connection with the contract for the building of the New Law Courts by the Engineer in charge, the Contractor Chan A Tong disputed several items and made claims for certain alleged omissions. These differences were at length referred to an arbitrator Major Wenborn of the Royal Engineers a copy of whose
award is attached.

I also enclose Financial Minute No. 12 in
which I advised the Council to vote the sum of $18,505, of which $16,505 represented payments awarded the Contractor and $2,000 represented the arbitrator's fee, and a copy of the remarks which I made in the Legislative Council on the 23rd. of April.

The reasons for the delay in the construction of this building were explained in the report of the Director of Public Works for the year 1912 an extract from which is enclosed
for convenience of reference.
