With reference to my Confidential Despatch of the 17th. of April, I have the honour to inform you that the Tutu
has managed to make arrangements for the discontinuance of the
payment of the troops in Canton Notes. They are now paid 88 a
month in Chinese 20 cent pieces. This has probably averted an out- -break for the time being.

I have been unable to ascertain where the Tutu
obtained funds to make this timely change. He must have borrowed
money or have been supplied with some from Peking.
3.
There is much unrest at Canton due to the
rumoured intention of the Central Government to make a change in
the Tutuship which some think may be resisted by Lung Chai-kwong's troops and following.
