6. From the 5th to 24th November 1913, the Director of Public Works was absent on leave from the Colony and I acted for him in addition to my own duties as 1st Assistant Director of Public Works. On his return, I enquired whether I was entitled to draw, in addition to my own salary, the duty pay, £150 per annum, attached to the sterling salary of the Director of Public Works.
7. In reply to the above enquiry, I was informed that "as I refused the duty pay scheme I cannot draw such duty pay in any circumstances".
g. This decision came as a great surprise to me as I had no idea, when I refused the revised salary attached to my own appointment, that I should not be allowed to draw the full emolumente attached to the poet of Director of Public Works when acting for that Officer and I would point out that, when the revised salary of my appointment was offered to me, no mention was made of such an intention.
9. I give below a copy of the minute offering me the revised salary of my appointment:-
"1st A.D.P.W.,
"H.E. has fixed the emoluments to be attached
"to the post you hold, in the case of any one "appointed hereafter, at £690 to £780 by £30 "triennially, with Duty Pay of £75. In sub-
"witting this proposal to the S. of S., H.E. "desires to know whether you are prepared to "accept it or whether you prefer to remain on "your present salary.
