With reference to your letter 2114/1910 of 19tk. February, 1914, on the subject of the transfer of Cadet Dyer Ball, I have the honour to inform you that though the Federated Malay States Government is in want of Chinese speaking officers, yet it is desirous of meeting the wishes of the Hongkong Government in the matter. It is willing, therefore, if there is no Hongkong Cadet of the same year as Mr. Ball who could be exchanged for him, and if the sanction of the Secretary of State can be obtained by the Hongkong Government, to transfer Mr. Ball on the following condi- -tions:-
(a). The Hongkong Government to be responsible for the
pension Mr. Ball may earn for the period from which he was appointed a Cadet to the date of his transfer (b). One of the next year's Cadets for the Federated
Malay States to be brought out and trained in Hong- -kong or China until he has passed his final examination at the expense of the Hongkong Govern- -ment. The Federated Malay States Government would of course be responsible for his pension from the date of his appointment as a Cadet.
