With reference to the penultimate paragraph of
my Confidential Despatch of the 10th. of April, 1913, and to your telegraphic reply of the 9th. of May, I have the honour to inform you that the Netherlands India Emigration Authorities have enquired whether assisted emigration to Banca and Billiton will be permitted from Hongkong under the system which has obtained during the past few years. Under that system the written contract which the emigrants will be required to enter into on arrival at their destination is explained to them in Hongkong by Officers of the Secretariat for Chinese Affairs. The terms of the contract are favourable to the emigrants and those who refuse to sign it on arrival are repatriated without penalty: the emigration is carried out in an extremely satisfactory manner, and there have been no complaints regarding it from any quarter. The Government of Netherlands India has apparently no intention of introducing any alteration in the Labour System obtaining in the Colonies concerned and in the circumstances I propose, unless instructed by you to the contrary, to allow the emigration through this Colony to Banca and Billiton to continue under existing conditions.
