duty pay is attached. It sometimes happens that a cadet performs the duties of a post before he has passed his final examinations and I would propose that in such a case he should be allowed to draw half the duty pay of the post, and that in similar circums – -tances a passed cadet should be allowed to draw the whole duty pay.

I also desire to submit again for your con- -sideration the case of a duty pay officer performing also the duties of another duty pay officer. This is case (c) referred to in paragraph 2 of this Despatch, and the decision is embodied in General Order 128 (b). If an officer on a dollar salary performs in addition the duties of another officer on a dollar salary he draws half the salary of the post, and I am of opinion that the same principle should apply in the case of a duty pay officer on the principle that duty pay is unpensionable salary. If you should agree to this the General Order would be amended so that a duty pay officer performing also the duties of another duty pay officer would be allowed to draw the whole duty pay of such officer in addition to his own during vacation leave, and during half-pay leave he would be allowed to draw half the lower sterling salary of the post and half the duty pay.
