he acted during vacation leave, and that during half pay leave he would draw half the initial salary of both appointments, all his own increments, and half the duty pay of both appointments. I find that this decision has not been given effect to, and that the practice is for an officer to continue to draw the whole duty pay of the acting appointment during half-pay leave, his own duty pay not being drawn by him. I consider this course preferable, and I should be glad if you would sanction its continuance.

The decision in the case of (d) was that the acting officer should draw half the duty pay, and half the salary of the post in which he acted. I find that this also has not been given effect to. General Order 128 (a) is as followB¦-
"When a sterling-paid officer acts in a post to which
duty pay is attached he will draw the whole of the duty pay of such post and if duty pay is attached to his om substantive post he will draw only the duty pay of the higher post, his own duty pay then being available for the officer replacing him;"
no distinction being made between a duty pay and a non-duty pay officer. I would ask for your sanction to amend this General Order in order to make this distinction and to allow a non-duty pay officer to draw half duty pay during the half-pay leave of the officer for whom he is acting.

The decision in the case of (e) was that the duty pay officer should draw half his duty pay as well as half his own salary. The effect of this decision is that only half his om duty pay is available for the officer who acts for him. I should be glad if you would sanction half of the duty pay being provided for the acting officer, if necessary, in order to make up the whole duty pay.
