Sir,

I have the honour to transmit for your consider- -ation the enclosed schedule with map shewing in red, 120 Inland Lots in Shaukiwan granted to squatters in 1894 on 21 years' leases; and I would recommend that the holders be offered in accordance with the usual practice in such cases, leases for 75 years, the boundaries however being readjusted in view of the proposed laying out of the district, as outlined in red lines on the map.

I propose to grant the new leases, commencing from the date of the holders' acceptance of the terms, on payment of 80 cents per square foot premium and of crown rent at the rate

of $400 per acre, and subject in individual cases to certain

further conditions regarding the erection of buildings and the

levelling of areas within prescribed periods. These terms are re- -commended by the Director of Public Works and are in my opinion

fair and reasonable.

3.

As my proposals involve the grant of long leases

without putting the lots up to auction, I submit the matter for

your approval.
