Sir,
I have the honour to transmit for your con-
-sideration a copy of a report by the Director of Public Works, who was consulted in the matter at the request of the Manager of the Railway, on the dangerously exposed condition of certain sections of the Kowloon-Canton Railway particularly between Shatin and Taipo where the track is laid along the sea-shore; and I have to request your sanction for the expenditure under Capital Account of the sum of $218,915.00 for the permanent strengthening of these sections, in accordance with the scheme outlined by the Director of Public Works.

This section of the line suffered severe damage during the typhoon of last August, and I am satisfied that the measures recommended by the Director of Public Works for the permanent protection of the embankments are absolutely necessary. I have accordingly to ask your sanction for this large expenditure which will be debited to Revenue in the Railway Accounts since under Section 3 of Ordinance 8 of 1913 capital funds will not be available to cover this expenditure.
