Tutu of Kuangtung to H.M.Consul-General.
Canton, February 14, 1914.
Chung Heiu-nan Extradition Case.
I have the honour to request that you be good
enough to ask H.E. the Governor of Hongkong to order the extradi-
-tion of Chang Hsiu-nan to Canton for trial for the following
offences committed by him in China:-
1.
That on August 4, 1913, in Canton, he stole two
cheques, the property of the Kuangtung Government, one of
$100,000 drawn upon the Hongkong and Shanghai Bank, Shamien, and one
of $50,000 dram upon the International Bank, Shamien.
2.
That on August 4, 1913, in Canton, he stole a book,
the property of the Kuangtung Government, containing accounts of payments out from January to June, 1912.
3.
That on August 4, 1913, in Canton, then being an official employed by the Kuangtung Government he received two cheques which he fraudulently embezzled and stole and two drafts which he also fraudulently embezzled and stole, the same being the property of the Kuangtung Government.
4.
That on or after August 4, 1913, in Canton, being entrusted by the Provincial Government with two cheques the pro- -perty of the Provincial Government, one for $100,000 draw upon the Hongkong and Shanghai Bank, Shamien, and one for $50,000 drawn upon the International Bank, Shamien, and being instructed to cash the same and remit the money via Shanghai to Naking, he converted to his own use the said cheques and the proceeds thereof.
These offences are crimes according to the law of China and deserve punishment. The said Chung Heiu-nan committed these crimes in China. When he is brought to Canton orders will
issued etc.
