Referring to your letter No. 9 of the 23rd.January,

I have the honour to inform you that the fugitive offender Tseng Shing has been committed to Victoria Gaol pending my order for his rendition to Canton.

2. The Tu Tu in his despatch requesting the extradi- -tion of this criminal has recuested that he should be handed over to a Kr. Wong Kwok-chen who has been deputed to receive him. It appears that this gentleman is identical with Hr. Wong Ting-chan also known as Wong Kwok-u, who by the courtesy of this Government is permitted to occupy a purely commercial position in this Colony in connection with the Chinese Telegraph Administration, and I am unable to permit his interference in public matters not connected with that dministration.

I shall be glad if you will be so good as to inform the Tu Tu to this offect and if you will request him to depute an official to proceed to Hongkong for the purpose of receiving the prisoner, in accordance with established precedent.

3. I enclose for your information a copy of a latter which I have caused to be addressed to Mr. Vong-Kwok-Chan.
