-respondence with a firm of Hongkong Solicitors on the subject. 4.

shall be obliged, therefore, if you will take the necessary steps, at the costs of this Government, to oppose, if you approve this course, the application to the Privy Council for leave to appeal.

I am desirous that this course should be taken because I am satis- -fied that the fugitive should be extradited without further delay

and because it is desirable that the Chinese Authorities should

not be allowed to gain an impression that this Covernment is not

prosecuting the case with diligence.

Should the Privy Council grant leave to appeal,

a record of the proceedings will be prepared and forwarded and I

shall be glad if you will then take steps to have this Covernment

well represented on the appeal.
