we should agree to his re-appointment for a fur-

ther period even of three years. A three year

appt. might entail some amendment of the exist-

ing Instruments, but I need not go into that for

the moment. Having given Sir Kai Ho Kal notice

to quit on the grounds of general principle quo-

ted above, it would be very awkward to re-appoint

Wel Yuk in defiance of it. The Gov. can explain

to Wel Muk that his non-reappointment is taken

not at all on personal grounds but on the prin-

ciple recently laid down by the S. of S. and he

would no doubt retire, like Sir Kai Ho Kai, in a

blaze of complimenta.
