After consulting the Executive Council I have
come to the conclusion that greater powers are required to deal effectively with a situation which is thus fraught with danger, and which must create a very bad impression among the large foreign population of this Colony. I, therefore, submit the draft of a Bill, with a statement of objects and reasons, which I would ask your permission to introduce into the Legislative Council at the earliest opportunity. This Bill gives wider powers for the seizure and confiscation of obnoxious publications, and contains a provision rendering the publishing and distribution of such publications penal.

I shall be obliged if you will inform me by telegraph whether you approve of this legislation. In the meantime the General officer Commanding and Captain Superintendent of Police have placed the Sikh Temple out of bounds for Soldiers and Police.
