With reference to my Confidential Despatch of the 22nd. of January, I have the honour to inform you that it has not been found possible to stop the introduction of seditious publications into the Colony by recourse to the powers conferred by the regulations copy of which was transmitted in Sir F. Lugard's Confidential Despatch of the 11th. of May, 1908, because such publications are often sent enclosed in letters and thus escape detection.

Copies of the Newspaper called "Gadhar" (kutiny) have been received by members of the Police Force enclosed in envelopes, and there is reason to believe that Indians not in the Government Service have received this publication in the same way. It has also been ascertained that the place of worship instituted for Sikhs under the authority of Ir. J. Chamberlain's Despatch No. 269 of the 3rd. August, 1900, is well supplied with this news- -paper and that this place is probably used as a centre for its distribution.

The General Officer Com.anding; the Troops has recently drawn by attention to the serious danger of contamination of Indian Troops by the circulation of such a publication in the Colony, and it is obvious that the large Indian Police Force and Indian Civil population is exposed to the same danger.
