GOVERNMENT HOUSE.

HONGKONG. 16th. Larch, 1914.

With reference to your Confidential Despatches

of the 15th, of December, I have the honour to transmit the enclos-

-ed Pension Papers in which ur. Savage's Pension has been calculat- -ed on the basis of the maximum which may be awarded to him in respect of his service.

2.

The question of the grant of a Pension was brought before the Executive Council on the 26th. ultimo when 4 Members advised that the Pension should be reduced by 10 per centum in view of the fact that Ir. S: va e's retirement had been caused by

intemperate habits, which were notorious. Two Members advised that

the reduction should be increased to 15 per centum while I myself

recorded the opinion theu a reduction of 25 per centum would in the

circumstances not be excessive. As the Council could not arrive at

an agreement in the matter I shall be glad if you will inform me

what deduction should in your judgment be made, and if you will

instruct the Crow Ments to issue Feusion to ir. Savage according

-ly returning the paper to Le for completion.
