With reference to your Circular Despatch of the 5th. of November last, I have the honour to enclose the draft of a Bill to effect certain alterations in the Copyright law of the Colony and of Regulations to be made by the Governor-in-Council under Section 2.

The objects and reasons draw up by the Attorney-General fully set out the scope of the proposed legisla- -tion, but I am sending the Bill in order that the Commissioners of Customs may have an opportunity of expressing their views be- -fore it is passed into law.
