I have the honour to report that I propose,
subject to your approval, to abolish the practice whereunder an
officer holding the position of Passed Cadet is nominated to a
particular post in Class III when his turn cumes for promotion, and
to substitute therefor the practice obtaining in the Straits
Settlements whereby promotion is made to a Class as such.
Passed Cadets are in the ordinary course

promoted in order of seniority, but the senior on the list is not
always fitted to perform the duties of an office which may fall vacant, and in such a case it is in present circumstances necessary to make such rearrangement of substantive appointuents as will give to the officer promoted a suitable post. But Officers in Class III are frequently acting for long periods in appointments other than their own and a change in the title of their substantive posts does not necessarily imply an actual transfer from one appointment to
another. It may happen that the only practical outcome of the
change is a gazette notice, somewhat confusing to the public, and a transfer of salary from the books of one Department to those of
another.

I propose therefore in the case of future
vacancies to recomend promotion to Class III simply, wit out
specifying a particular post. Officers in this class will take
