No member of the staff, except the shroff and the Bailiffs, may receive any money from any one in payment for stamps, fees, Probate duty, or any official work. Any contravention of this rule will be treated as an act of misconduct which will be reported to the Colonial Secretary at once.
Whenever any money is pa, able by one of the public, the clerk who has the matter in hand can give him a memorandum of the amount payable, for production to the Shroff, Treasurer or other proper official.
