I obtained, on my arrival, a list of the duties of all the
officers in my department.
One of your duties was preparing petitions etc., for poor
people.
I do not remember enquiring what your procedure with regard
to these poor people was. I could not say if, if I nad enquired,
you would have told me what you did; but I think you probably
would have.
If I had known that your procedure involved the receipt by
you of money on behalf of these people, I should wave told you not
to do so.
I did not know that you received fees from applicants in advance at any time except in connection with the Circular of Nove
-mber, 1912.
I cannot say whether I heard that you had received fees in advance in the Nam Ly Singh case from the note in the file or Mr. McElderry. It is possible that I got it from the note in the file. If it was possible for me to have come to the conclusion
from merely looking at a note of receipt of money by you on the file of Nam Ly Singh I could have come to the same conclusion if
I had seen notes to the same effect in other similar cases on
previous occasions; but when I was looking at Nam Ly Singh's my suspicions were already aroused.
I do not remember where I found Ham Ly Singh's file exactly. It may have been left properly on your desk marked "pending Probate papers" when you were transferred from the Registry on
June 30th.. 1913.
