payable to Government did not appear to have been properly brought to account and on further investiga-
-tion it was ascertained that these fees which form
the subject matter of this group of charges had been received by Mr. Alin Khan. In some of these cases the
fees were overdue; in others they had not yet accrued to Government; but it was ascertained partially from
enquiry and partially from Mr. Alim Khan's own
voluntary statements that he had in fact received the
first group of monies which form the subject matter of this charges.

Mr. Alim Khan never attempted to deny that he did in
fact receive these moneys but on the contrary has al-
-ways frankly and openly avowed that he did so; assert-
-ing that it was part of his recognised duty and his
habitual practice to receive these fees in this class
of case and explaining his not having accounted for
the amounts in question in one or two cases in which
they undoubtedly had accrued to the Government as due
to his own oversight. All the amounts were eventually
duly paid up by Mr. Alim han some on his own initia-
-tive and some when he was brought before the lagis-
-trate on a criminal charge. The two questions there-
-fore which set themselves for your Committee's
investigation were obviously
(1) under what circumstances did these monies come
into Mr.Alim Khan's hands.
(2)
was there any improper delay by him in account. -ing for them.
In order to understand what really took place and Mr.
Alim Khan's attitude in connection with this group of charges, it is necessary to give a concise account of what appears to have taken place in the Registry in
connection with this class of Probate case. When a
