Mr. Alim Khan, particularly as it is proposed by your Committee to deal with these charges only under two distinct headings. It will be observed that in the form of the charges as contained in the letter of the Colonial Secretary to Alim Khan of 31st. October, 1913, paragraphs 1 and 2 of that letter contain accusations against this officer of having improperly received and retained certain sums of money being fees payable to Government in respect of an Estate of one Cordeiro, deceased; and further that paragraphs 3 and 4 of the letter charge the officer with having on different dates improperly received and retained certain other sums of money,also fees payable to Government, in respect of the estates of five other different deceased persons. Paragraphs 5,6, and 7 of the letter deal with a third charge which is relative to the improper retention of certain moneys which should have been remitted to India in connection with the Estate of a deceased Indian who died

in the Colony and to whose relatives such money was payable. Al- -though the first case, namely that of Cordeiro, forms the subject of a charge separate from those which refer to the five cases dealt with in the 3rd. and 4th. paragraphs of the letter, your Comittee is of the opinion that, although they may all present individually slightly different features, it is desirable that they should be grouped together and dealt with substantially as one charge; and that the case of the Indian remittance should be dealt with al- -together separately. It is on this basis that the report of your Committee proceeds, and in dealing with the charges your Committee proposes to divide them into two heads designated as follows:-

The charges relating to the retention of Probate fees. The charge relating to the Indian remittance.

(a). About the time when Mr. Alim Khan was transferred from

the Supreme Court Registry to his a new duties in the Post Office, it was discovered by the Registrar, lir. Nisbet, that there were certain cases relating to the grant of Letters of Administration in which fees pay-
