In reply to your letter No. 3417/1913 of the 29th.

ultimo, I beg to offer the following explanations to the two

charges made against me and trust that they will show that the

loss sustained by Government through the defalcations of the late

shroff Lai Wing-tak has been caused through no wilful fault or

neglect on my part.

The only cash books in the junk office are those

kept by the two shroffe in which are entered twit daily only -

the sums collected during the day, which practice was known to the

Harbour Master, Assistant Harbour Laster and First Clerk and were

examined every evening with the counterfoils by the Harbour

Haster or Assistant Harbour Master.

When I returned from me leave three years ago, I

was posted to the junk office, but I received no instructions with regard to the examination of accounts. I signed the receipts after seeing the correct fee had been charged, that the foil and counter-

-foil agreed, and that the shroffs signature acknowledging receipt of the fee appeared on the foil and counterfoil.

I have always understood it to be the duty of the

First Clerk ne Accountant, to check the counterfoils with the

Collection book, and he, or I should say his Assistant did this

right up to the 14th. April his signature appearing on the

counterfoils.

Between the 14th. April and the 9th. Lay, the First

Clerk told me he could not spare the time to come down to the Junk office to examine the accounts, and handed some forms (copies attached) to the shroffs, for them to fill in and send up to him daily about 11 a.m. so that he could fill in the Bank paying-in

slip.
