It has been ascertained that the public revenue has
sustained a loss through certain defalcations during the month of
June last by Lai Wing-tak, late shroff in the Junk Office. It is charged against you, as being the officer in charge of the junk office, that such loss is directly due to your wilful fault and neglect; firstly because you, being authorised by the Harbour Master to sign certain boat licences on his behalf, wilfully neglected to see, before signing such licences, that the amounts
due thereunder were entered in the cash book or collection book,
in disregard of Gemeral Order No. 3lb (3); and secondly because,
during the period 7th. to 26th. June, you neglected to examine the counterfoils and collection book purporting to contain a record of the receipts of money by the shroff Lai Wing-tak and failed to exercise any supervision over his accounts.
