find that Kr. Lenfestey on 9th. lay, 1913, requested lar. Chan Pui to resume the check, in writing, but apparently he did not do so.

My opinion is that Mr. Chan Pui deliberately neglected his duty, and hence was directly instrumental in afford- -ing an opportunity for hishonesty.

Mr. Lenfestey is responsible for everything in the Junk Office. He signs all receipts, and should himself check the counterfoils and see that the shroffs pay in the correct amount of money. This he has failed to do, his excuse being that he was not told to do so". This excuse is absurd: it is obviously essential that an officer who gives receipts should see that the money is paid in. It is also absurd for him to say that he has no time. He has been relieved of the inspection of eligrents, which formerly occupied a larg portion of his time.

This seems to have been done since last April, the procedure having been altered by Mr. Chan Pui on his own authority, and in defiance of orders. The statement that the Assistant Harbour Liaster directed that a clerk was to copy the
entries in the shroffs books is untrue.

I dont think so. The collections of buat fees
are liable to fluctuate. At certain times of the year they are much greater than at others, and June is apt to be one of the
slack seasons.
