3 I have the honour to acknowledge the receipt of your Despatch No. 329 of the 24th. of Cctober, and I enclose a Bill amending Ordinance No. 10 of 1913 on the lines indicated there-

The scope of the Bill is fully set out in the objects and reasons drawn up by the Attorney-General, but the
Secretary for Chinese Affairs has drawn attention to a point, which has actually arisen recently. He states that the Consular Authoriti-
-es in China appear to register as British subjects persons who merely produce a Hongkong birth certificate. Such a document would not of necessity procure the issue of a British-born Certificate in
this Colony, even if it were undoubtedly genuine. From paragraph 2
of your Despatch under acknowledgment I gather that you are not prepared to approve of power being taken by this Government to deport from the Colony persons who are registered in a British Consulate in China, and it would, therefore, appear to be desirable
to have it laid down that Consular Registration of Hongkong-born
British Subjects should not be effected without the production of
a Hongkong British-born Certificate.

The Secretary for Chinese Affairs states that it is common knowledge that trickery is played with the Hongkong
Birth Certificates, and if the proposal in the preceding paragroph
