Referring to your Despatch lo. 366 of the 26th. November last, I have the honour to report that Er. F. L. Vernon was drafted from the London Police to the Hongkong Force on the 23rd. April, 1903, and he was dismissed on the 22nd. December in the same year, having been three times reported for drunkenness.

With regard to the subsequent employment to

which he refers, Messrs. Denison, Ram and Gibbs and Messrs. Palmer and Turner both report that he was unreliable and frequently absent

from his work without permission, and the latter firm add that he was on more than one occasion under the influence of drink. The Chinese Maritime Customs can give no information about him. No report has been called for from the Taikoo Dockyard and Engineering Company.
