I have the honor to enclose two printed memos: on a

subject which has world wide significance, especially for the Solonies and Dependencies of the British Empire lying in Tropicà and sub-tropical latitudes, where the ravages of malaria sause so much suffering and mortality, and irreparable loss to the

Governments of these Countries,

11

Although E. M. Government here has accepted from me copies of the enclosed memos: of 19th Faty, and 1st March, and

doubtedless examine this matter locally, I think it of so much importance for my discovery to Le pathologically investigated

on a wider basis, and without loss of time, that I have judged it my duty to bring it directly to your Lordshipė notice,

Personally I have a very long experience of Malaria in this Colony (48years), as a layman, which quạlifies me to form

but it was the an opinion, expressed in my two printed memos:, accident of Leing obliged myself to examine the ores of Hongkong

and Dependencies, as I could get no satisfactory assistance local- ly to do so, which led me to study the wonderful qualities of osnium. This knowledge makes it easy for me to conceive how malaria is produced in such places as West and Central Africa, British Guiana &c., which for many centuries have been fed with the soluble tetroxide of osmium from decomposing rocks in the

mountain ranges.

I have the Honor,

(signed) J. Grant Smith
