In this connection propose to attach to the Crown Lease,

we are to respectfully mention that the proposed Trustees

are of opinion that it is essential that the Crown Lease

should not prohibit the Lessee from realising the demi sed premises, or letting to other than Portuguese, in the unlooked-for event of the partial or total failure of the scheme and the possible necessity of such realisation or letting in order to assist the repayment of the debentures

which it is essential to float in order to finance the

scheme. But it is in no way suggested that the benefit of

any such possible realisation or letting should extend further and consequently it is in contemplation that even if such became necessary, any surplus thereon should revert

to the Government. Such Trustees are so convinced of the

occasion for this right in the possible event in question,

that in order to secure the financial side of the scheme,

they are unwilling to act in the absence of such right.

Subject to what we have written, and of course to any

views or wishes of the Government, the matter is now ripe

for flotation and upon receipt of a favourable reply Mr.Ede would propose to proceed, with his proposed co-trustees,

forthwith to do the necessary in that connection, expedition

being desirable in view of the fact that the personality of

at leat one of the Trustees must change in the near future

and it is desirable that the scheme should be floated under

the auspices of the original trustees.
