sir,

*

On the 24th. November, 1894 I was transferred from the

English Conviot Prison Service to the Hongkong prison service

as Warde of the Victoria Gaol,

1. On my arrival in the Colony I assisted the then Super-

intendent in reorganisation of the Gaol staff and framing

Store Regulations.

2. In addition to performing the duties of discipline

officer,

I have during the whole of my service been carrying

out the duties of clerk of works and that of Instructor, for

not

these service. I have received any salary although the said

services have always been recognised by the heads of my de-

partment and the Government.

3. During the year 1897 a commencement was made in carrying

out certain improvements in the Gaol. The principal of the

improvements were the inoresse of yard space by the demolition

of D wing, the sub-division of a number of the association

cells into separate cells, and the extension of the female

prison. D wing was pulled down and with the materials removed from it 99 association cells were converted into 178 separate

cells.

Please see extract from the Gaol annual report for the year

1897 attached marked A.

4. During the year 1898 I designed and built by unskilled

prison labour on the site of D wing a large two storied work- shop. Completed the Sub-division of the remainder of the association oells, converted the old warders' quarters into commodious hospital for prisoner. Altered what was the chief warder'a and olerka' officer and fitted it up as Reception

room with four cells attached.
