I have your letter of the 14th October
in which you write to me about the desire of your brother to be transferred from Hong Kong either to the Lalay States or to the India Educational Depart- ment.
It appears that your brother has not yet put in a formal application for transfer. The first
Through the Governor, step is for him to do this and you may be sure that, when it arrives, I shall consider it very sympatheti- cally. I feel bound to warn you that the number of Educational posts in the Federated Malay States to
which he might conceivably be transferred is very limited, and that there is not at present a prospect of a vacancy in any of them.
You understand, of course, that I have no sort of control over the India, Education Service,
