Dear Johnson,
With reference to your letter of the 12th instant,
about the reduction of the Press Rates to Hongkong, we
also have received a letter on the subject from
Mr. Hibberdine. I have asked him to come and see me on
the matter, suggesting that the best plan might be to threaten to abrogate the convention as you suggest. I fully agree with you that China should not be allowed to
stand in the way of reductions agreed upon by the other
parties.
